Northern Steppes
By-Laws
1. Dagorhir Battle Games
--Dagorhir is a fast paced full contact medieval fighting sport. It is a national organization and more info can be found on the following website. (http://www.dagorhir.com/) Dagorhir is made up of many chapters also known as realms. The realm, Northern Steppes, is part of is The Land Between The Lands. The Land Between the Lands (LBtL) is the name given to the greater Indiana area. As the local areas of the LBtL grew and became independent they formed their own realms/chapters. The Northern Steppes is one such centered in Fort Wayne, IN. The Northern Steppes maintains a message board where more information can be found. It is located at the following web address (http://northernsteppe.proboards.com/). The forums are used as the primary form of communication for local Dagorhir members.
2. Rules
--Northern Steppes follows the rules from the Dagorhir Manual of Arms (MoA) which can be looked at here (http://www.dagorhir.com/dagorhir/Rules.htm). Changes to these rules are voted on by a council of Dagorhir chapters leaders at the War Council. The War Council gathers once per year at the Ragnarok event. Rule changes are incorporated into our chapter so that it is easy to play at national events with the most up to date rule set.
--As a chapter the Northern Steppes has no realm only rules. For safety, persons who are interested in participating will first have a discussion with one of the experienced players of the Northern Steppes (preferably one of the chapter’s leaders: Elders, Chieftain, Central Quartermaster, or the other Quartermasters). Basic rules and information will be explained. At this time a packet including the by-laws, waiver, and a character bio/proficiency sheet will be given. The waiver may be filled out immediately. (If a minor refer to item 4 for directions.) The experienced player will than go over some basic skills and help find a loner weapon for the new participant to use. New fighters are restricted to the use of a single hand weapon on the field until they demonstrate that they can wield it safely (usually one to three practices). Sparring with other types of weapons and/or shield off the field with an experienced player is allowed. When the new fighter has demonstrated consistent safe use of a single handed weapon, a leader will notify him or her and the new fighter will be allowed the use of a shield or a second single hand weapon if loaners are available. If the new fighter wants to try an alternate weapon style, it is asked that he or she first practices and spars with that weapon off the field with an experienced player. It is asked that as soon as possible weapons be acquired by the new fighter so as to no longer be using loaners. This should take no longer than 8 total practices. Garb is very important too. In fact, it comes before weapons in the MoA and is a requirement if one wishes to participate in events. Refer to the Manual of Arms on the Dagorhir web site (Rules Section) for a level of garb to start with. If you need assistance please ask.
3. Leadership of Northern
--The Elders are made of the most experienced members and founders. These Elders are currently Bishop, Militis, Rowan, and Thanix. The only way to have an addition to the Elders is a unanimous vote of all current members. All direction, leadership, and an example of how to act as a member of the Northern Steppes comes from the Elders.
--The Chieftain of the Northern Steppes watches over all workings of the chapter and makes sure the Elders’ directions are fulfilled. He or she will also run practices or pass on that duty to another. He will be the face of the Northern Steppes. The Chieftain is chosen by the Elders and will recommend a replacement when stepping down from the position.
--The Chieftain's go to guy in the Quartermasters is the Central Quartermaster. He or she is the go-between for the Chieftain when needed. The Central Quartermaster directly watches over the Quartermasters to be sure they are carrying out their duties. The position of the Central Quartermaster is appointed by the Chieftain and approved by the Elders..
--Quartermasters are the workers of the chapter. There are five of them the Central Quartermaster, The Quartermaster of the North, The Quartermaster of the South, The Quartermaster of the West, and The Quartermaster of the East. If the need would arise that the Quartermasters deemed it necessary to recruit more help the would be in the form of Minor Quartermasters NW, NE, SE, and SW. The Record Keeping, Heralding, Event Planning, Proficiency Testing, Recruiting, Web Master, Armory Upkeep, and Weapon, Armor, and Garb training all fall within the scope of their duties with assistance from the other chapter leaders. They are appointed by the Chieftain and approved by the Elders. If any member wants to assist the chapter as a Quartermaster, inform the Chieftain, the Central Quartermaster, or an Elder. The list of Quartermasters will be posted on the Northern Steppes' forums. Interest could also be posted there as well. Minor Quartermasters will just be appointed by a Quartermaster to do a specific task.
4. Waivers
--A Dagorhir waiver is required before any fighter can participate in organized battles. A minor (under the age of 18) must have a parent sign the waiver. This must be witnessed and stamped by a notary or signed in witness of leader of the realm. No fighters under the age of fourteen will be permitted on the field. Any minor fighter may be requested to have a parent attend practice so the parent witnesses the combat and gives their permission to participate. Waivers are to be updated yearly.
5. New member information packet
--All new members will receive an information packet. The packet will include the by-laws and waiver. For role play purposes, new members will be considered peasants till they have registered on the Northern Steppes Facebook group and Forums, have paid $5.00 in dues (dues are not mandatory), have a proficiency character sheet that is recorded by the fighter. To be upload to websitete in the future.
New members are strongly encouraged to have their own weapons and garb to standard level after attending 8 practices. Local and national events require garb, although some leeway is given to new members at local events. Check the Dagorhir MOA for examples of garb levels.
6. Voluntary Dues
--The paying of dues will put the fighter into the proficiency program and will allow the individual to gain rank past peasant. Members will create a sash of the Northern Steppes after attaining rank of Savage. Near seasons start either at a spring event of our own or at an awards dinner no later than the weekend before Mittelmarch’s event the Olympics, Honors of Achievement will be anounced to the whole chapter. Character Bio Sheets will be filled out by the fighter throughout the year and turned in to the Quartermasters before the changing of the clocks in the Fall. A sash of the Northern Steppes will be allowed to be created at the 1st rank in the proficiency trials, Savage. Also, braids will be allowed to be created to show what tests one has passed. Payment of the annual dues allows for participation in proficiency trials.
