I have an old boogie board that I'm thinking of using as a shield core. It is made of foam that doesn't give very much at all.
1) Has anyone in the group used a boogie board as a shield core before?
1a) If so, did it work out okay?
2) Would it require the full 2" of covering foam set down by the Dag rules?

It really depends on what the foam your board is made of. A lot of the cheaper one's are just styrofoam, which is hard / brittle/ cracks easily. If it has a bit of squish to it and doesn't create "snowflakes" when cut or scratched, it should work.
Best bet is to bring it to a practice and ask someone.
To answer your question: yes we made a small punch out of a kick board. Added 2 layers of blue foam to the face and 2 layers to the edges...then a piece of PVC for the handle. It was only 13" x 21" so it didn't work terribly well but was alright.

yes, there some boogyboard shields out there. Unfortunately there is none at the Northern Steppes. But there are some other designs out there that you can take a look at. Like For instances there are some old school wooden straps, Foam punches, or punches made entirely out of the blue camp pad foam!
Since you have only been out once I would ask some people on what they perfer and get a good idea of what you like best

no, badwolf has a foam sled shield, its sort of the same thing, but i thinks its a little more flimsy

It is a 'large curd' styrofoam. I applied some DAP to it and it started to eat it like acid.
Looks like I will be searching for a new core.

I'm not condoning that kind of foam for a shield, but you can dap it if you first paint it with flat base paint from a can. Silicone works too

The other issue with STYROfoam is: it will break with Reds and Kicks.

Thats true, but then again Artemis's shield is made out of styrofoam and its lasted more than a year now (with many events).
