I was talking about shield rule at practice yesterday and i was wrong and thought i would post the rule in the hope that i help someone else who might have been mistaken.
I thought you could not kick a player legged but there is not a specific rule against it... although i could kick someone legged i don't think i will do it because i think a 270 pound person kicking down is not safe.
The rule from the web are as follows:
4.7.12 - Shield Kicking: Players are allowed to kick shields, provided the kicker keeps one foot on the ground. (No flying kicks!) Shield kicking must be done with regard for the safety of other fighters and will be monitored carefully by the Heralds.
Shield Bashing and Checking: hide
4.8.1 - A shield bash means using a shield to strike an opponent starting from a distance more than two steps away.
4.8.2 - A shield check means using a shield to strike an opponent starting from a distance two steps away or closer.
4.8.3 - Players may shield bash an opponent on their front or side. Bashing an opponent from the rear is prohibited. Bashing an opponent who has lost a leg is prohibited.
4.8.4 - Players may shield check an opponent from any direction. Players may shield check opponents who have lost a leg.
4.8.5 - It is never permissible to strike a fighter in the head or neck with a shield.

The key section of that rule is the part about the safety of the person being kicked.
If you are a scrawny guy like me who has strong legs, often times using little shield checks and such to a legged behemoth of a man is not going to get me anywhere, and a gentle shove with my boot to land them on their rear is the best method of evening the playing field. However, as you say, a 270 pound man throttling someone like me with a massive full-force shield kick while I'm legged would be a good way to keep me off the field for a few months.
It's all about common sense. If it's legal, but dangerous, don't do it. Much like the rule that says not to shield bash a player that is legged, while checking is fine, kicking should definitely be reduced or nearly non-existent when your opponent is legged. Obviously the force of a shield kick should never really be more than that of a shove anyway, so the term "kick" is slightly misleading in the rules.

Lil necro-threading, but best description I've heard yet is this:
"A safe shield-kick should have it's force imparted AFTER contact has been made, making it more of a shove. NEVER should full-force be imparted to the move AT contact."
