The Northern Steppes is basically a geographical location within the Land Between the Lands (LBTL) that is the north east. It has a climate that is rather cold and harsh similar to a tundra.
The general populace is rather nomadic and barbaric. The settlements are few and vary according to the seasons due to weather. There is not much of a settled civilized populace like that of Mittlemarch due to the lifestyle that is rather imperative to survival in these lands.
The only real settled area is that of the Legion of the Dragoons Encampment which is house to an army of mercanaries that fight for the just in the land for the right price.

Something I found out recently... en.wikipedia.org/wiki/ForodwaithThe Sindaric name Forodwaith translates loosely as Northern Waste Northern Waste similar to Northern Steppes as in the region and the climate. Forodwaith sounds like Fort Wayne.... I was researching for a "last name" or something of that sort and looked on one of Tolkien's maps and found it out...So I am Orli of Forodwaith here's a site for a English-Sindarin Dictionary www.jrrvf.com/hisweloke/sindar/online/sindar/dict-en-sd.html
