I'm not 100% sure, but my generally the rule on armor, weapons, etc. has been that they can't have protrusions that could possibly injure someone. That being said, if it were some round, cushy, open-cell type protrusion that couldn't put out someone's eye, it might be ok? I haven't seen any shield that wasn't made with a flat surface though, so my guess is your better bet would be to make a round shield and then use paint or duct tape or something on the cover to make it appear to have said protrusion. I am not the foremost expert on shield rules, tho' so ya might wanna wait for one of the Council or long-term vets to respond. :-)

Here ya go, this guy has one of those shields, see what I mean about the cushy open cell rounded thing? Prolly your best bet if you want it to be legal and have that shape. I can't guarantee it'll hold up as well as just a flat one though.
